CT BASS FEDERATION MEETING MINUTES
May 25, 2006

The meeting was called to order at 7:45 pm.

The following clubs were absent:
Nor’ East (4)

Excused Absences (previous month); Hartford County, NorthEastern and Mansfield Hollow

Approval of previous months minutes: Accepted with one change. April minutes listed David Santos as volunteering to cover the Boating Advisory meetings. It should have read “Fishing Advisory”.

Correspondence:

Treasurer’s Report:
As of April 30, 2006 there were the following amounts in the accounts:

Youth Committee:

Tournament Committee: Frank Dowds
First tournament was held on May 21st. 60% of applications were late, many were two weeks late. Took last application the Sunday before the Tournament. Had threats (many) that if the individual was not allowed to fish he would quit the CBFN. Many applications were incomplete, no checks, boat insurance, BASS cards, boat registrations, boating certificates, etc.. This resulted in the pairings being conducted a week later than they should have.

The cut off for the next tournament is Friday June 2nd. If your application is not in on time, you will not fish this event.

Note: Once you have mailed / provided copies of all the required documents as listed on the application, you do not have to submit them again this tournament season.

Fishing Advisory Report:
None

Boating Advisory Report:
Funding and plans have been approved for the new launch on the CT River, across from Opera House and Gardner Lake. Also the state has purchase all rights to Lattins Cove. No word on when repairs/ improvements will begin.

State Team Report: Paul Carter
State Team is actively seeking sponsors.
State Team members have volunteered to sell an extra 20 Raffle Tickets.

Raffle Report: Armand Fortier
Raffle tickets where handed out. Any Club not at the May meeting, must contact Armand and make arrangements to pick them up.

When tickets are handed in: NO CASH will be accepted. Please only one check from each club to cover total amount of club’s tickets, payable to CBFN.

Tickets are due at the July meeting. Not the August meeting

Candlewood Lake Authority Report:
No report

Lake Lillinonah Authority Report: Jim Ball
The Lake Lillinonah Authority (LLA) reply to the Shoreline Management Plan (SLMP) has been sent to Essex Partnership on April 14, 2006 regarding the water level on Lake Lillinonah. Northeast Generating (NEG) has requested a 90-day extension of the filing deadline to allow for editing of the comments submitted. The Lake Lillinonah Authority Executive Committee has decided to focus the efforts of the Lake Lillinonah Authority on the water levels and let the Candlewood Lake Authority work on the issue of docks and fees since they are impacted to a greater degree. The LLA position is what happens in Candlewood on the docks/fees will affect Lake Lillinonah.

NEG is in the process of trying to find a buyer for the Lake.
Northeast Generating is installing an oxygen system in May in the basin area of Lake Lillinonah. This system is going to increase the oxygen level from near the confluence of the Shepaug branch to the dam. A shore based liquid oxygen tank is being installed with a 3000 foot main piping system plus numerous branch lines. This system will release enough oxygen to sustain life all the way down to 100 feet. The purpose of this system is not to help the fish directly in Lake Lillinonah, but to assure that the water released from the turbines has enough oxygen to sustain life in Lake Zoar. During summer months the first mile of Lake Zoar has been referred to as a dead zone, so the clean water act requires the utility to fix the problem. The LLA has mixed feeling about this system because they believe that the oxygen will also help algae grow. LLA are also concerned about trapping fish into low oxygen water if the system is turned off. LLA is to watch this carefully.
The Connecticut DEP has started a Northern Pike stocking program in Lake Lillinonah. In the last few years only 800 fingerlings were stocked in the Lake, but DEP plans to increase this number to the thousands when they get fish stock. As many of you know Lake Lillinonah has produced a 29 pound state record Northern Pike.

A wood debris harvester is scheduled to start in May of this year. NEG is operating a wood debris harvester to actually remove floating debris. They are currently scheduled to harvest on Mondays and Tuesdays only. The process is expected to take years to complete, so expect gradual improvement. It has been noted that major obstacles in the operation of the harvester will be disposal and offloading of materials collected. The State is displaying some resistance to the use of the Route 133 ramp in Bridgewater for disposal access. The cost of disposal could be a potential problem for NEG. A search is being conducted for interim locations for offloading and disposal of debris.

Due to some problems with rowers conduct in the area above lovers leap, the GMS rowing club will be invited to attend a LLA meeting to review the Lake use rules and policies. It was agreed that guidelines need to be set up for rowers

A discussion was had in regards to the 319 Grant. The target of the study was to determine the total loading of nutrients coming into Lake Lillinonah. It was stated that there is no data from any collection points above the Still River, which would indicate what is entering from the Still River verses coming down the Housatonic. Further discussion of the 319 Grant will be on the agenda for the next LLA meeting.

Reminder: 3rd Annual Save the Lake Day will be held on Saturday, June 10th from 9:00am to 1:00pm. Come out and help remove garbage and debris from the lake.

A motion was made and 2nd to accept all reports as reported. Approved

Old Business:
CLUB BIOS – Each Rep was handed a sheet requesting information on his/her club at the April meeting. This info will be added to the website. It will also provide the Executive Board a point of contact and email address for each club. This will enable us to get important, time sensitive notifications / news to each club faster. Have received half of the clubs back.

STATE TEAM RAIN GEAR – It was proposed as in years past that funds be provided to purchase rain gear for the new members of State Team. Total purchase price not to exceed $2,500.00
This info was to be taken back to the Clubs for discussion and will be discussed at the May meeting. Motion made, seconded, Approved.

Youth G-3 boats - It was brought up that the G-3 boats had not been awarded / delivered to the two Youth State Champions from last year. Boats have been delivered.

SKEETER Sponsor Program – Talks with Skeeter are on going.

Lowrance – sponsor program – signed.

By Laws – By Laws Committee has started review

Historical Committee – It was brought up that while looking through the storage unit, many historical items are in there that should be put into safe keeping and protected (pictures etc.). Patrick Harrison volunteered to organize a committee to take on the task of inventorying and organizing these items.

Sponsors - we are actively seeking sponsors. We are reviewing all the sponsors on the trailer and website to determine which are still valid. We are actively seeking sponsors and have modified the website to give them more visibility.

Trailer – sponsor decals and lettering. Jim Stevens is working with obtaining quotes for new lettering.

New Business
C.B.F.N. Banners – proposed that we should update our banners. Will obtain quotes.

PVA – motion made and approved to donate $300.00 to the PVA of New England.

Letterhead & Envelopes – proposed to have two color envelopes and letterhead printed. 500 count of each for $363.83. Motion made, seconded, Approved.

BASS / Connecticut patches – due to time restraints for this opportunity, the executive board made the decision to purchase 250 (min order) at a $1.00 per patch. Proposed to sell the patches for $2.00 each.

A motion was made and second to adjourn the meeting at 9:15 pm
