CT BASS FEDERATION MEETING MINUTES
June 22, 2006
The meeting was
called to order at 7:45 pm.
The following
clubs were absent:
Bass Blazers,
Bell City, CT Bassmen, Hartford County, Mansfield Hollow, North
Eastern, Southern CT Bass Anglers, Talcott Mountain and X-treme
Excused Absences
(previous month);
Nor’East and
Litchfield County
Approval of
previous months minutes:
Accepted with
one change. The May minutes should have included a motion to
purchase Rain Gear for eight years of service on the tournament
committee for Sue Weeks. This motion was seconded and passed.
Correspondence:
Bob received a call from Skeeter
just before the meeting. The state team members will receive two
Tournament shirts each. The boat deal is 99.9% complete. Skeeter
wants proof of our number of membership. It was proposed that we
send them our roster with names only. No other information. This
proposal was seconded and passed.
Bob has received the trolling motor
from Motorguide.

Report:
As of May 31,

Frank Dowds
The second
tournament had to be changed from Lilly to the CT River. The DEP
boating authority would not let us launch more than 55 boats (50%
rule), because of the change Frank extended the dead line one week
so people that didn’t want to fish the CT River could back out and
people that wanted to fish could apply. Had to stop taking
applications the Sunday before, sorry that he had to say no to some
people after that point.
With webmaster
on vacation, change could not be posted on home page. Had to rely
on Message Board and postings on CTFisherman.com. Using the Message
Board seemed to cause problems because a lot of members either don’t
know how to use the board or are intimidated by it.
The next
tournament July 16 on the CT. River - cut off for the next
tournament is Friday June 30. If your application is not in on
time, you will not fish this event.
Thanks to
everyone for making the river tournament run so smoothly. Frank
didn’t know what to expect with the new weigh-in location, think we
were out even earlier than we used to be at the other location.
Need to know at
the next meeting, how many clubs are interested in the six man team
tournament that BASS is offering. Info can be found on line.
If you send
applications for each tournament - Once you have mailed / provided
copies of all the required documents as listed on the application,
you do not have to submit them again this tournament season.
Two Day State
Championship. Rhode Island will be hosting the 07 Regional out of
Hartford. Our Two Day this year will consist of Day One, Sept 30 –
CT River and Day Two, Oct 1 – Candlewood. We had hoped to have both
days on the river but because of a Regatta scheduled on Sunday (Day
Two) from Middletown to Rocky hill there would be travel
restrictions on that section of the river.
Pairings –
pairings will be held one week prior to the event. This has not
happened on time the first two tournaments because of various
issues. All attempts will be made to meet this deadline.

Boating
Advisory Report:
No report was
given but the subject of the Marine Gas Tax came up in general
discussion. Several members stated that they did not know about the
refund available on the Marine Gas Tax. Here is the info.
Connecticut:
Recreational boaters can apply for a $0.18 per-gallon refund of
state sales tax on either gasoline or diesel fuel purchased at a
highway pump for use on their boat. One must purchase at least 200
gallons of fuel per year to apply for the refund, and attach
original sales invoices to the refund application.
The refund
form, AU-724, can be downloaded off the Internet by going to
www.ct.gov/drs/site/default.asp , Click on "Forms" in upper
right.Click on "Motor Fuels Tax Refunds Forms - Boats, other Off
Road Use, Exempt Vehicles." For more information, call (800)

State Team

be having a meeting on July 14 at Paul Carter’s house.

are all handed out.
When tickets are
handed in: NO CASH will be accepted. Please only one check from
each club to cover total amount of club’s tickets, payable to CBFN.
Tickets are due
at the July meeting. Not the August meeting
Candlewood Lake Authority Report:
No report. We
are looking for a volunteer to represent us at this meeting. If
interested please contact Bob or Jack.
Lake
Lillinonah Authority Report:

Mr. Gates of
Northeast Generating (NEG) presented a brief updated to the Lake
Lillinonah Authority (LLA) on the revised shore plan. There will be
a Shoreline Management Plan Public Forum on June 27, 2006 from
7:00pm - 9:00pm, at the New Milford High School to review proposed
changes to the Shoreline Management Plan and solicit additional
public comment. NEG will present changes to the programs and
policies that have been made as a result of the public process to

Mr. Gates of NEG
also stated that, Northeast Generating is continuing to install an
oxygen system in the basin area of Lake Lillinonah. This system
should be completed by the end of July 2006. NEG has requested
approval of the system from FERC, which should not be a problem as
it is per FERC’s requirements. NEG will test the system this year
and run the system full time next year (2007). The estimated cost of
the just the oxygen is $150,000.00 per year.
In addition the
wood debris harvester currently scheduled to harvest on Mondays and
Tuesdays has been harvesting additional days in order to make up for
the slow progress in the start-up of the operation.. NEG has
harvested about eighty (80) tons as of the first of June.
The GMS Rowing
Club attended the LLA meeting and after much discussion it was
concluded that an effort for more courtesy from both the rowers and
the boaters was needed. The GMS Rowing Club representative did state
that their Club had no problems from the fisherman.
A brief
discussion was had in regards to the 319 Grant. Further discussion
of the 319 Grant will be on the agenda for the next LLA meeting.
LLA is
collaborating with NEG to provide lakeside residents with timely
notice of changing lake levels. This year-round "Lake Alert" system
will operate as follows. LLA has hired an automated telephone
notification service that will distribute lake alert messages
prepared by Northeast Generating Services. NGS will provide these
alert messages whenever the lake level will be higher or lower than
normal range.

General Electric
PCB Grant – The Connecticut Trustees Group now has over
$9,000,000.00 in the fund. Their will be a workshop in June 2006 to
inform how to submit proposals for the funding. LLA has a
preliminarily interest in removing the Breachery Dam in New Milford
and dredging of the sand bar south of the Lovers Leap Gorge
The 3rd Annual
Save the Lake Day was held on Saturday, June 10th from 9:00am to
1:00pm and was a success with two twenty (20) yd.
dumpsters and one fifteen (15) yd. dumpster being filled.

held at the Whiting House on November 4th.

made and 2nd to accept all reports as reported. Approved

Business:
CLUB BIOS –
Each Rep was
handed a sheet requesting information on his/her club at the April
meeting. This info will be added to the website. It will also
provide the Executive Board a point of contact and email address for
each club. This will enable us to get important, time sensitive
notifications / news to each club faster. Missing – Bass Attack,
Bass Blazers, Bell City, CT Bass Anglers, CT Bassmen, CT Valley,
Hartford County, Heart of CT, Mansfield Hollow, Midconn, Milford
Black Bass, Nor’East, North Eastern, Silver City, Southern CT,
Tabacco Valley and X-Treme.
By Laws
– By Laws Committee has started review and needs help. Looking for
volunteers to help out on the By Laws Committee. If interested
please call Ken or Cally 860-749-2044.
Trailer
– Jim Stevens is in the process of replacing / redoing the lettering
on the trailer. He is also pin striping the score boards used at
the weight ins.
New
Business
- Wallingford
Bassmasters submitted a request for $190.00 to hold a kids derby.
Motion seconded, passed.
- Pachaug Area
Bassmasters submitted a request for $160.00 to hold a kids derby.
Motion seconded, passed.
- BASS will be
holding a meeting in Charlotte North Carolina July 28 – 30th.
BASS will cover the cost of Hotel and Food. Paul Carter will be
representing CBFN at this meeting. It was proposed that we cover
the cost of air travel in the amount of $262.11 and any cost of
travel to and from the airport and hotel. Motion seconded, passed.
- The Executive
Board is trying to arrange a meeting with Bob Crook to talk about
issues with lake access and issues with the DEP. The problems with
lake access and the number of boats that the DEP is restricting us
to is getting worse. All members are encouraged to contact their
local
State
Representative or Senator.

- Tournament
Director nominations are due in July. Anyone interested in this
position should submit their nominations to one of the Executive
Board Members or bring them to the July meeting. The vote is due to
be conducted at the August meeting.
